Counselor / George Saad is one of the Founding Partners of George & Youssry Law Firm (LEXGARD) and an Attorney-at-Law admitted before the Court of Cassation, the Supreme Administrative Court, and the Supreme Constitutional Court. He brings over forty years of distinguished legal and judicial experience, having served in numerous senior capacities within the Egyptian Public Prosecution, ultimately assuming the position of Head of the Technical Office of the Prosecutor General of Egypt. Counselor / George also served as a judge and progressed through the judicial hierarchy, ultimately being promoted to Presiding Judge of Cairo Court of Appeal.

Counselor / George Saad is widely regarded as one of the most prominent judicial figures in the field of criminal, civil, and commercial law in Egypt. Throughout his career, he has held numerous judicial and leadership positions and has played an instrumental role in shaping legal and practical strategies within the legal and judicial domain, most notably:

  • During the period from October 2019 until October 2023, Counselor / George served as Presiding Judge and Head of the Technical Office of the Prosecutor General, during which he oversaw numerous high-profile and sensitive matters and led the implementation of comprehensive legal strategies aimed at upholding justice and safeguarding rights and freedoms. His responsibilities included the technical supervision, review, and follow-up of all criminal cases; the examination and review of judgments; the filing of appeals thereagainst; and the drafting of cassation memoranda in criminal, economic, and civil matters. He also supervised the International Cooperation Department, including the review and assessment of requests for judicial cooperation with foreign states and international bodies, monitoring of Interpol circulars, and oversight of decisions relating to asset freezing and travel bans, including their issuance and revocation.
  • During the same period, he held the position of Secretary-General of the National Committee for the Recovery of Funds and Assets Abroad, reflecting his extensive expertise in complex financial and economic cases at both the international and domestic levels.
  • He was also appointed, during the same period, as a Member of the Board of Trustees of the Anti-Money Laundering and Counter-Terrorism Financing Unit at the Central Bank of Egypt, pursuant to successive Presidential Decrees, highlighting his pivotal role in the banking and regulatory sectors.

In addition to his extensive experience in training and capacity-building of judicial personnel, Counselor / George Saad has served as a lecturer for judges and the members of Public Prosecution at the Judicial Studies Center of the Ministry of Justice and at the Public Prosecution Institute for Criminal Research. In this capacity, he contributed to the preparation and qualification of judges and prosecutors across all legal and practical aspects of criminal procedure law, penal law, asset freezing and seizure procedures, as well as specialized criminal, economic, and financial legislation.

Counselor / George Saad was seconded to represent the Egyptian Public Prosecution at numerous international forums, including, without limitation, the following:

  • Head of the Egyptian Public Prosecution Delegation to the conference held in South Africa on mechanisms for cooperation and information exchange in relation to money laundering crimes.
  • Head of the Egyptian Public Prosecution Delegation for the recovery of smuggled antiquities from Madrid, Spain, in 2021.
  • Head of the Egyptian Public Prosecution Delegation to the Conference of African Prosecutors of West African States, held in the Republic of Kenya, in 2022.
  • Head of the Egyptian Public Prosecution Delegation to the Meetings of Crime Experts (CrimeEx) and the EuroMed Forum of Prosecutors General, held in The Hague, Netherlands, in October 2022.

Counselor / George Saad was also seconded to serve on several legislative committees tasked with deliberating and discussing key draft laws, including the Criminal Procedures Law, the Anti-Money Laundering Law, the Personal Status Law for Christians, and the amendments to the Illicit Gains Law. In further extension of his judicial and legal expertise, he was appointed as a Member of the Egyptian Senate and selected to serve on the Constitutional and Legislative Affairs Committee for the Second Legislative Term (2025–2030).
